Yangling is located in northwest inland, and agriculture is a disadvantaged industry, so it is a long and tough process to realize agricultural modernization. In addition, in the early days of Yangling Agricultural Hi-tech Industry Demonstration Zone, 10 science and education units were managed by different organizations, thus, it was difficult to give full play to the joint force of science and education resources, and the infrastructure, administrative management and coordination service were imperfect, which couldn’t match with the important task of science and education units.
In order to stabilize talents, give play to the advantage of agricultural science and education and promote the agricultural development of arid and semi-arid regions, the country fully considered the particularity of Yangling when establishing Yangling Agricultural Hi-tech Industry Demonstration Zone. Under the care of the Party Central Committee and State Council, and the support of related ministries and commissions, Li Lanqing, a member of CPC Central Committee Political Bureau and Vice Prime Minister of the State Council, personally promoted that and put forward the new system of “Co-construction by Ministries and Commissions”, which optimized and integrated central and local resources to realize the joint establishment and management of Yangling Agricultural Hi-tech Industry Demonstration Zone by national ministries and commissions and Shaanxi Provincial People’s Government. A provincial leading group for co-construction was also established in Shaanxi Province.
After more than 20 years, the number of co-construction units of Yangling Agricultural Hi-tech Industry Demonstration Zone is increasing, and its functions are also enhanced continuously. The number of national ministries and commissions has increased from 14 to 22. Up to the end of 2022, 10provincial and ministerial co-construction conferences and many special sessions have been accumulatively held, which have studied and solved piles of major problems in the construction and development of Yangling Agricultural Hi-tech Industry Demonstration Zone, and have strongly promoted the healthy, rapid and sustainable development of various businesses of Yangling Agricultural Hi-tech Industry Demonstration Zone.
